A Josh McCrone cut-out pass to Blake Ferguson saw the visitors strike first and the centre converted his try for a six point lead.
Jesse Bromwich crossed soon after and Cam Smith levelled the scores.
Billy Slater put the Storm into the lead with eight minutes of the first half remaining but on the stroke of half time Ferguson struck again and converted the try to level the scores.
Jack Wighton beat Will Chambers one-on-one to open the second half scoring for the visitors and Ferguson converted.
A Reece Robinson try under the posts got the lead out to 24-12 but when a Cooper Cronk kick to Mahe Fonua saw the winger pass to Justin O'Neil, the Storm were back in the game but the Raiders hung on for the victory.
